The communist regime has raised funds for fundamental research and plans to increase the proportion of basic research expenditure to total R&D expenditure to 8% by 2025.

A set of guidelines on enhancing the overall reform of doctoral education, recently released by the general offices of the Communist Party of China Central Committee and the State Council, will also promote the growth of PhD programs in fundamental, new, and interdisciplinary fields. Country is focusing on research into technologies like quantum computing and semiconductors. The government has also created national laboratories to focus on areas like AI, biotechnology, and modern energy systems.

According to the guidelines, there should be a higher percentage of professional doctoral programs. They are committed to speeding up the development of disciplines in important areas, enhancing the fusion of different disciplines, and finding innovative ways to promote global exchange and collaboration.

The Ministry of Education recently stated that it is promoting collaborations between top foreign universities, particularly those specializing in science and engineering, and Chinese universities to offer joint education programs. The country's ministry announced their intention to help top universities increase their educational capabilities and create multiple advanced research universities.
