The Kerala Cabinet has approved a series of digital governance and administrative reforms aimed at improving government services, asset management and institutional efficiency
A new digital platform, the Special Asset Management Platform for Administration Tracking and Harmonisation (SAMPATH), will be developed to create a comprehensive database of government assets. The portal will maintain records of public assets such as land, buildings, heritage structures, roads, bridges, dams, vehicles and machinery.
The Cabinet also approved the expansion of Plan Space 2.0, the state's capital project monitoring system. Around 1,900 government projects will be geotagged and integrated into a GIS-based platform, allowing authorities to monitor project locations, implementing agencies, funding sources, approval details and progress through a unified digital map.
In another reform initiative, the government will prepare a detailed asset register covering 591 government institutions to assess their functioning and improve administrative efficiency. The exercise will also examine whether institutions with overlapping responsibilities can be integrated and identify organisations that have outlived their original purpose.
The government has also decided to undertake a comprehensive review of state laws and regulations. An empowered committee of senior bureaucrats will recommend amendments to outdated, redundant and conflicting provisions across departments such as Finance, Law, Industries, Revenue, Taxes and Local Self Government to simplify governance and reduce the need for public visits to government offices.
The Cabinet further resolved to begin consultations with trade unions on implementing the Labour Code in Kerala. The discussions are intended to address the legal framework for worker protection while examining concerns over certain provisions of the central legislation.
Additionally, the government approved the allocation of 90 acres of land to the Defence Research and Development Organisation (DRDO) for the BrahMos Aerospace project. It also cleared the appointments of G. Saseendran as Additional Director General of Prosecution and K.K. Ramachandran as Executive Vice President of the Kerala State Council for Science, Technology and Environment (KSCSTE).
