The government is considering a new law to ensure safe, orderly, and regulated migration for overseas employment. This initiative follows the recent deportation of 104 illegal Indian immigrants from the US.

The proposed Emigration (Overseas Mobility Facilitation and Welfare) Bill, 2024 aims to replace the existing Emigration Act of 1983, streamlining the migration process and promoting circular mobility for those seeking jobs abroad.

A report by the Parliamentary Committee on External Affairs, chaired by Congress MP Shashi Tharoor, highlighted the need for comprehensive legal reforms in India’s emigration framework. The report was presented in Parliament on Monday.

The committee also recommended setting up Protector of Emigrants (PoE) offices in states where they are currently absent. Additionally, it urged the government to establish more PoE offices in migration hotspots like Punjab and Uttar Pradesh to improve outreach and assistance for emigrants.

Currently, India’s emigration process is governed by the Emigration Act of 1983 under the Ministry of External Affairs, with oversight by the Protector General of Emigrants (PGE). However, with the evolving nature of global migration, policymakers believe a modern legal framework is essential to safeguard Indian workers abroad.

The new legislation aims to facilitate smoother migration while addressing concerns related to illegal immigration and worker protection. The government is expected to expedite its implementation to enhance safety and support for Indian emigrants worldwide.
