From today, December 1, 2023, several rules regarding SIM cards are going to change. The rules are being implemented for both those who buy SIM cards and those who sell them. The Indian government is taking strict action to avoid SIM fraud. Basically, keeping that aspect in mind, the Department of Telecommunications is implementing new rules for SIM cards. From now on, buyers will have to update KYC to buy a new SIM. Not only that. Dealers will also have to verify the SIM card. They have to prove that the new SIM given to the customer was not issued to anyone other than him. This step has been taken to avoid financial fraud.

Under the new rules, every customer will have to go through the digital KYC process to get a SIM card. If the customer buys a new SIM card or applies for a fresh SIM for the active number, then he or she will also have to provide his address, i.e., demographic information. This rule comes under the KYC reform, where all the details will be verified by scanning the QR code of the printed Aadhaar card.

Again, in the case of a SIM change, the KYC process has to be completed. In that case, you have to wait for 24 hours to get incoming and outgoing SMS service. According to the government, a customer will be allowed to use one particular mobile number only after 90 days of being disconnected by the previous user.

To avoid digital fraud, the government has decided that a bunch of SIM cards cannot be issued to one person at a time. Instead, the DoT business has arranged for the connection. In that case, telecom companies will have to provide the necessary documents if they want to buy bulk SIM cards for their employees and also appoint an authorised signatory for the same.

According to the new rules, one can pick up a maximum of 9 SIM cards with one ID. The central government is taking this step to prevent SIM fraud. This has already been communicated to various network service companies about the new rules.

Under the new rules, all telecom operators, their franchisees, PoS agents, and distributors will have to register. They will also have to go through the verification process. Failure to comply with this rule will attract a fine of Rs 10 lakh. With this move, the government wants to eliminate rogue PoS agents, who are involved in multiple fraudulent activities. The government has also directed that any existing PoS agents will be blacklisted if they are involved in illegal activities.
